Approximately $3,100–$4,300 incl. GST for hardware and installation. The headline finding this pass: the HS2032 is EN 50131 Grade 2, Class II certified, not Grade 3 — confirmed against DSC's own compliance documentation. Whether that matters depends entirely on FMG's still-pending quote: if FMG requires literal Grade 3 certification, the fallback is Option C, the DSC PowerSeries Pro line, which is genuinely Grade 3 but has an unresolved communicator/subscription conflict and no NZ pricing yet. Access Control
This is entirely a Phase 2 purchase — the EasyGate Wireless Keypad (already installed, no data interface) and Merlin E840M bay keypads need no Phase 1 action. Option B, the Hikvision DS-K2602-G 2-door controller, is the recommended lead option to take to a firm NZ quote — a live AU in-stock price at DZ Electrical Products (AUD $1,020.02, converts to ~NZD $1,100) makes it the best-evidenced option of the three priced/benchmarked candidates. The $1,500 Phase 2 budget is confirmed too low: once a keypad, cabling, a door contact, and installation labour are added, the realistic installed cost for either Option B or ICT Protege WX (Option D) lands around $1,800–$2,600. Get simultaneous written quotes from Atlas Gentech/Wesco Anixter (for the DS-K2602-G) and a Protege WX integrator (e.g. Tiger Security or Rigid Security) before committing budget. Options Considered Vendor and product options with costs and trade-offs
This document summarises the vendor options evaluated across all three security domains: cameras, alarms, and access control. All three domains were fully re-run today (2026-08-05) with live web verification — every specific make/model/price below was independently checked against a live retailer page or manufacturer datasheet this pass, not carried forward from an earlier same-day pass. Cameras
Platform direction: Hikvision ColorVu / AcuSense G2-generation cameras, ONVIF Profile T, H.265/H.265+ mandatory, H.264 fallback, RTSP. The NVR alarm-input floor is corrected to a minimum of 1 (to receive the DSC alarm panel's single PGM relay trigger) — an earlier same-day pass wrongly applied a ≥8-input criterion that would have excluded otherwise-compliant NVRs; this has been dropped. The TP-Link TL-SG116P PoE switch is confirmed purchased and installed at the shed and is out of scope for camera sourcing — cameras power directly from the NVR's own dedicated PoE ports, not the switch.

Dahua remains disqualified on prior passes' 4-alarm-input NVR ceiling analysis; that analysis is itself now understood to have applied a stale ≥8-input criterion, but no new Dahua research was run this pass to re-open it. Uniview remains a credible ONVIF Profile T + H.265 + RTSP alternative in principle but has no publicly-priced NZ model matching this project's scale.

- A second HDD (~$250-450, unpriced) should be treated as a near-term Phase 1 add if this option is chosen and 90 days is a hard requirement, which pushes the realistic all-in cost close to or over the $5,000 envelope.
- Tightest budget headroom of the three options once installation labour is added.

Storage/retention decision (applies to all three camera options)
The bundled 4TB HDD covers an estimated 75-88 days of footage, depending on option, against a 90-day insurer target — short in every case because the substitute 6MP cameras used across all three options run a higher bitrate (~10-12GB/day/camera) than the 4MP figure (~8GB/day) the original 90-day storage sizing assumed. This is a genuine, quantified gap, not a rounding error, and Ed needs to choose one of:
- Tune NVR H.265+ bitrate/smart-compression settings down (no cost, Tom-manageable in the NVR config).
- Budget a second HDD now rather than at Phase 3 (~$250-450, unpriced this pass — get a quote; both recommended NVRs have a spare SATA bay).
- Confirm directly with FMG whether the 90-day figure has any tolerance, and accept the shorter retention if so.
Alarms
The DSC PowerSeries Neo HS2032 panel remains the confirmed platform. The critical finding this pass is about the panel's certified grade, not its identity.
Critical finding: the confirmed platform is EN 50131 Grade 2, not Grade 3
Every prior pass of this research today stated or implied the HS2032 is Grade 3 certified. This is factually wrong. DSC's own compliance documentation states the HS2016/HS2032/HS2064/HS2128 family is certified to EN 50131 Grade 2, Class II — there is no Grade 3 variant of PowerSeries Neo. The genuinely Grade 3 DSC line is PowerSeries Pro (HS3032/HS3128/HS3248) — a physically and architecturally different product, not an upgrade module. Confirmed on DSC's own PowerSeries Pro Grade 3 product page ↗ and corroborated by an NZ trade listing for the "PowerSeries Pro Grade 3 Metal Cabinet" ↗ at SWL. Grade is a property of the certified control panel itself — it cannot be achieved by fitting better sensors around a Grade 2 panel.
This does not necessarily mean the confirmed platform is wrong. Grade 2 is the standard most NZ commercial and residential installations use and may be entirely sufficient once FMG's actual requirement is confirmed. But Ed and Tom should not present this system to FMG (or anyone else) as "EN 50131 Grade 3" without either confirming FMG accepts Grade 2, or moving to Option C below.
Alarm budget is TBD in project guidance; Option A (recommended, Grade 2) is estimated at ~$3,100-$4,300 NZD incl. GST for hardware + installation. Option C (genuinely Grade 3) cannot be fully costed from public NZ pricing.
Option A Alarm Full Spec Grade 2 Recommended
Full specification for a 12-bay facility: DSC HS2032 panel (8 zones onboard, expandable to 32 via 2x DSC HSM2108 expanders), TL280LE-AU dual-path communicator (LTE 4G + Ethernet, AU/NZ regional variant), DSC HS2LCD keypad, 2x DSC BV-501 dual-tech PIR (main shed), 1x DSC LC-103-PIMSK PIR (entry zone), 12x wired reed switches (bay doors) + 2x entry/exit contacts, internal SLA battery, tamper-protected steel enclosure. Zone allocation: 1-12 bay doors, 13-14 entry/secondary door, 15-16 dual-tech PIR, 17 entry PIR, 18-32 spare.
On the communicator: searches for "TL280LE" surface discontinued North American carrier variants (TL280LE-AT, TL280LE-RG) — these are not the product for this project. The correct part is the AU/NZ regional TL280LE-AU, confirmed live and in-catalogue at SWL, with network-profile selection for Spark, Vodafone, Optus, and Telstra. A second retailer, Alarm Warehouse NZ, lists what is very likely the same product at $499.00 NZD under the name "TL2080LE" — the differing model-name formatting between SWL and Alarm Warehouse NZ has not been resolved to full certainty; confirm the exact SKU before paying. GST inclusion on the $499 figure is not stated — budget up to $573.85 incl. GST until confirmed.
A related module, TL880LEAT-ANZ, is explicitly not recommended: it is Alarm.com-branded, and Alarm.com's own documentation confirms remote arm/disarm and push notifications stop working without an active paid subscription, breaking the no-mandatory-monitoring-contract rule.

FIRE/SECURITY ALARM SEPARATION — RESTATED WARNING
The DSC HS2032 security alarm and any fire detection at the site must remain architecturally and electrically separate. Do not wire smoke or heat detectors into the DSC alarm panel as zone inputs. Doing so converts standalone fire detection into an interconnected fire alarm system — a Specified System under the Building (Specified Systems) Regulations 2005 — and triggers an ongoing Building Warrant of Fitness obligation with annual IQP certification costs of approximately $500-$2,000+ per year, indefinitely. This applies regardless of which alarm option (A, B, or C) is chosen. See requirements.md.
Access Control (Phase 2)
No Phase 1 sourcing action. EasyGate Wireless Keypad (433.92 MHz RF, HCS101 rolling code) and Merlin E840M bay keypads are already installed and require no further Phase 1 procurement. This section addresses a future Phase 2 purchase only. The TL-SG116P PoE switch is confirmed purchased and installed with ample headroom for whichever Phase 2 reader/panel is chosen — no separate switch procurement is needed.
Budget finding: the ~$1,500 NZD Phase 2 envelope is confirmed too low, not just tight
Live retail benchmarks obtained this pass put the two best-evidenced controller-only prices already at or above the entire Phase 2 envelope before a reader, cabling, or install labour is added: Inner Range Inception's bare controller converts to ~NZD $1,660 (from AUD $1,538.99 at MTSS); Hikvision DS-K2602-G converts to ~NZD $1,100 (from AUD $1,020.02 at DZ Electrical Products, confirmed in stock). Once a keypad, cabling, a door contact, and install labour are added, realistic installed totals for both land in the ~$1,800-$2,600 range. This is a Phase 2 item and not urgent, but the $1,500 figure should be treated as a placeholder that needs revising upward with Ed/Jenny before Phase 2 is committed to, rather than continuing to search for an option that fits it.

Neither fits this project's requirement for a wired Wiegand/OSDP PIN keypad reader at the gate — Noke Ion has no keypad interface at all (Bluetooth-app-only, requiring every customer to carry a smartphone).
AccessEzy (accessezy.com, part of Alarmquip Security Systems) — a persistent TLS certificate mismatch on accessezy.com resolves to an unrelated domain, confirmed stable, not a transient glitch. Alarmquip's own domain ↗ confirms PIN-keypad hardware (4/6-digit codes) with on-site history reporting, but does not state offline/local-credential behaviour or export format. Manual CSV export remains an acceptable interim approach for Phase 2 regardless of which panel is chosen. Bay roller door logging (all Phase 2 panel options)
None of Options A-D provides native bay-level logging without replacing the 12 Merlin E840M openers. The recommended proxy is unchanged: surface-mount reed switches on each roller door, wired to spare zones on the DSC HS2032 alarm panel. Indicative cost: reed switches x12 ($120-$200) + cabling/labour ($500-$800) + zone programming ($100-$150) + expanders if needed ($0-$360) = $720-$1,510.
Gate motor controller integration and fail-mode

The Hikvision DS-7616NI-M2/16P NVR's built-in PoE ports form a dedicated, camera-only network — they are not a general-purpose switch, do not extend network access to non-camera devices, and do not compete with the TL-SG116P's capacity. This closes a stale-assumption correction made this pass: an earlier same-day pass wrongly excluded/down-ranked NVR options based on a ≥8-alarm-input criterion that turns out not to apply — see below.
Headline correction this pass: NVR alarm-input floor is 1, not 8+
Prior same-day research (and the earlier version of this document) carried forward language implying the camera NVR itself needs roughly one alarm input per bay, applied in practice as "≥8 alarm inputs required" and used to exclude or down-rank cheaper NVRs. This modelled the wrong wiring topology. Per the confirmed alarm system design, the 12 bay-door reed switches wire into the DSC HS2032 alarm panel's own zones (8 onboard, expandable to 32 via 2x HSM2108 expanders) — not into the NVR. The panel sends a single PGM dry-contact relay signal to just one NVR alarm input to trigger alarm-linked recording.
Corrected requirement: the NVR needs a minimum of 1 alarm input (2 if a second PGM output is wired for a separate purpose, e.g. distinguishing intrusion from tamper). This is a correction of a stale assumption, not a change to the alarm panel's own zone/expander design. Both NVR candidates in options.md clear this floor with room to spare (4/1 confirmed on the recommended DS-7616NI-M2/16P ↗).
Interactions identified
1. Bandwidth: camera codec choice constrains connectivity viability. H.265 is mandatory on all cameras — a disqualifying criterion, not a preference. It keeps remote live-view sub-streams within the ~5 Mbps (not guaranteed) Lightwire upload envelope; H.264 would roughly double sub-stream bandwidth and could breach the ceiling for even a single remote viewer.
2. EasyGate architecture eliminates the Phase 1 electronic access log -- CCTV becomes the only record. The EasyGate has no data output (no Wiegand, OSDP, RS-485, or network). The gate camera specification is therefore load-bearing for consent evidence, not just security — it must capture registration plates and driver identity. A manual PIN register is a required companion record.
3. Internet failure and power failure affect different systems independently. Internet failure: the NVR continues local recording; the alarm communicator (TL280LE-AU) fails over to cellular; the EasyGate operates on its own batteries — customers are not locked out. Power failure: the NVR (including camera PoE draw), the TL-SG116P switch, and router lose mains and rely on the external UPS; the DSC HS2032 continues on its internal SLA battery; the EasyGate continues on its own batteries. No single point of failure locks out customers or disables security recording in Phase 1.
4. Fire detection type determines whether BWoF is triggered. Standalone non-interconnected smoke/heat detectors are a consumer product, not a Specified System. Wiring any smoke or heat detector to the DSC HS2032 as a zone input would constitute an interconnected system and trigger the compliance schedule and annual BWoF costs — a binary cost decision, not a technical preference.
5. Gate fail-safe mode intersects building code. Fail-secure (locked on power loss) is the preferred physical security posture, but a fail-secure electromagnetic gate on a means of escape may trigger the "electromagnetic or automatic doors or windows" Specified System. The gate controls vehicle access, not pedestrian escape, which likely puts it outside the category — but BCA confirmation is required before any gate controller hardware is upgraded. Hardware procured in the meantime (e.g. the Hikvision DS-K2602-G or ICT Protege WX considered in options.md) must be configurable in either mode.
6. Access log format must satisfy both privacy data minimisation and consent evidence. Privacy Act IPP 9 requires data not be held longer than necessary; the resource consent evidence purpose justifies extended retention, provided it is documented as a named purpose in the customer privacy notice from day one, with automatic deletion at the agreed limit — a Phase 2 requirement once electronic logging exists.
7. UPS runtime is shaped by which systems must survive an outage, and by which device carries the camera PoE load. Cameras draw PoE from the Hikvision DS-7616NI-M2/16P NVR's own built-in port budget, not the TL-SG116P switch. The switch carries only the alarm communicator and future access-control readers. Protected load: Phase 1 ~133W full load (~90W core, camera PoE excluded), Phase 2 ~155W (6 cameras). Runtime at 1000 VA/600W: 5-10 minutes full load, 30-60 minutes core load — short for a rural site; a larger unit (1500 VA/900W) is worth weighing against the modest cost delta.
8. ONVIF Profile S is confirmed insufficient -- a procurement gate, not a firmware promise. Profile T is needed for alarm-triggered recording plus guaranteed H.265. This must be verified directly for whichever NVR SKU is ordered — confirmed via direct datasheet fetch for the DS-7616NI-M2/16P's ONVIF version numbers, but the manufacturer's own "Profile T" wording was not found verbatim; get written confirmation before ordering (see options.md).
9. DSC HS2032 communicator choice affects Grade compliance, but not to Grade 3. Dual-path is required for whatever grade target applies. TL280LE-AU (LTE 4G + Ethernet) is confirmed as the correct communicator; the previously specified TL2803GR is obsolete 3G-only hardware and must not be procured. However, this pass's headline finding (see options.md) is that the DSC HS2032 panel itself is certified EN 50131 Grade 2, not Grade 3 ↗ — no communicator choice changes the panel's own certified grade. See the flagged inconsistency below.
10. Remote monitoring alert latency is a protocol requirement, not just a bandwidth one. Motion/intrusion alerts must reach Tom and Ed's mobiles within 60 seconds. This is a compound requirement on the camera/NVR push-notification architecture (Hik-Connect) and the alarm's companion app (PowerSeries Neo Go for the TL280LE-AU family) as much as on bandwidth. No independent camera-side connectivity path exists in Phase 1 if Lightwire is down; the alarm's cellular leg is unaffected by internet status.
11. Bollard and lighting positions cannot be finalised independently of site access. Bollard positions must be cross-referenced against technical/site-access-requirements.md before finalising, because the driveway must remain clear for wide-beam boat trailers/caravans (up to 3.5m wide, 12-15m turning radius) and the 15-tonne fire appliance access path (min 4.0m width, 4.5m overhead clearance). That document is still PARTIAL — any bollard or floodlight position here is provisional.
12 (resolved). PoE switch purchase/installation is fully settled. The TL-SG116P was purchased and has been installed and connected at the shed router all along; there was never a separate interim non-PoE switch. No further purchase or installation decision remains for either the alarm communicator or a future access-control reader.

Today's Tier 3 alarm research directly contradicts the premise of that resolution: the DSC HS2032 panel itself is certified EN 50131 Grade 2, Class II ↗, with no Grade 3 variant of PowerSeries Neo — confirmed against DSC's own compliance documentation. The compound requirements document's Conflict 3 resolution was written on the assumption that the confirmed platform achieves Grade 3, which is now known to be incorrect at the panel-certification level, not just the communicator level.

Until FMG's quote confirms what grade is actually required, this facility's alarm should not be represented to anyone as "Grade 3 equivalent" on the strength of the Tier 2 document's current wording. PowerSeries Pro, the genuinely Grade 3 DSC line, is the fallback if FMG requires literal certification (see options.md).
Alarm to NVR integration
The DSC HS2032 alarm panel outputs a dry contact relay (PGM programmable output) that closes when an alarm is triggered. This connects to one alarm input terminal on the Hikvision NVR (4 available on the recommended DS-7616NI-M2/16P, comfortably clearing the corrected 1-input floor). Valid only if all cameras use H.265, and only if Lightwire actually delivers close to its stated typical upload rate — the plan is "not guaranteed," and peak-hour testing is still outstanding. Backup connectivity (4G router on ER706W WAN2) is a Phase 2 item; Phase 1 operates without it, an accepted risk. The TL280LE-AU communicator's independent LTE 4G cellular path is a separate resilience mechanism specific to alarm signalling, not a general internet backup.

Protected load: Phase 1 ~133W full load / ~90W core (camera PoE excluded); Phase 2 ~155W (6 cameras). Recommended spec: line-interactive, pure sine wave, 1000 VA/600W minimum — gives only 5-10 minutes at full load, 30-60 minutes at core load, short for a rural site where outages may be prolonged. Fire and security separation
The DSC HS2032 must not be configured as a fire alarm panel and must not receive smoke or heat detector zone inputs. This document summarises the binding legal, regulatory, and technical requirements that any security system at Max Storage must meet, drawn from .claude/knowledge/technical/security-integration-requirements.md (v4, 2026-08-05), .claude/knowledge/regulatory/privacy-requirements.md (v2, 2026-04-09), and .claude/knowledge/regulatory/building-code-requirements.md (2026-04-09). None of these three Tier 1 documents changed as a result of today's Tier 3 sourcing refresh — the refresh re-verified which specific products meet these requirements and at what NZ price, not the requirements themselves. For product options, see options.md. For cross-domain interactions, see integration.md.
Camera and NVR protocol requirements
- ONVIF Profile T is mandatory on all cameras — Profile S alone is insufficient; it lacks alarm-triggered recording and does not guarantee H.265. ONVIF Profile G is required on the NVR, recommended (not mandatory) on cameras with onboard SD slots.
- H.265 (HEVC) is mandatory on all cameras and the NVR — load-bearing for the Lightwire ~5 Mbps upload budget, since H.264 roughly doubles live-view sub-stream bandwidth. H.264 is required only as a client-side fallback.
- RTSP is required for NVR integration and any third-party platform access.
- Minimum resolution: 1080p at all cameras; 25fps at the gate (load-bearing for registration plate capture), 15fps acceptable on bay overview cameras.
- NVR alarm input floor is a minimum of 1 (2 if a second PGM output is used) — this is a corrected requirement as of today; a stale "≥8 inputs" assumption must not be used to exclude or down-rank NVR options. The recommended Hikvision DS-7616NI-M2/16P (4 confirmed alarm inputs) clears this comfortably — see options.md.
- The NVR's built-in PoE ports are a dedicated, camera-only network — not a general-purpose switch, and not in competition with the TL-SG116P PoE switch's capacity.
- Any cloud-first architecture requiring continuous upstream camera upload is excluded on bandwidth grounds — local NVR recording is mandatory.
Alarm system requirements
- Dry contact relay (PGM) output from the alarm panel to the NVR is mandatory for alarm-triggered recording integration.
- Dual-path communicator (IP primary + cellular backup) is mandatory for a Grade 3 target. The correct current product is the DSC TL280LE (AU/NZ regional variant TL280LE-AU ↗); the previously-specified TL2803GR is obsolete 3G-only hardware, non-functional since New Zealand's nationwide 3G shutdown completed 2 April 2026, and must not be procured — if already purchased, it needs physical exchange, not just a paperwork correction.
- Internal SLA battery backup is a mandatory panel design feature, independent of external UPS.
- Tamper detection and anti-substitution are required on both the panel and the communicator.
- PIR detectors must have anti-masking capability at time of procurement.
- NZ distributor correction: Hills Limited is not the current NZ DSC distributor — it exited NZ security distribution in November 2021. The corrected channel is SWL (trade) and Alarm Warehouse NZ / DSC Alarms NZ (retail-facing); Bay Security Solutions (Papamoa) is the nearest confirmed DSC-certified installer to Rotorua, not yet confirmed as covering Rotorua itself.
EN 50131 grade standard (insurer-derived, not NZ statute)
NZ insurers do not formally mandate EN 50131 grades by number, but many use grade-equivalent language for rural/unattended commercial premises. The compound requirements target Grade 3 (medium-to-high risk, unattended, 24/7 operation). Today's Tier 3 research establishes that the confirmed DSC HS2032 panel is certified Grade 2, Class II, not Grade 3 ↗ — there is no Grade 3 variant of PowerSeries Neo; grade is a property of the certified panel itself, not something achieved by adding better sensors or a dual-path communicator around a Grade 2 panel. The genuinely Grade 3 DSC line (PowerSeries Pro) is a physically different product. Whether Grade 2 is acceptable to FMG is unresolved pending their quote — see recommendation.md.
Access control protocol requirements
- Confirmed installed Phase 1 device: EasyGate Wireless Keypad — 433.92 MHz RF, HCS101 rolling code, battery only, up to 8-digit PIN, no data output of any kind (no Wiegand, OSDP, RS-485, or network), no audit log, code management physical/on-site only. No access control panel is applicable to the gate in Phase 1, and electronic gate logging is not achievable until Phase 2.
- Phase 2 requirements (when a panel is procured): remote code management without a site visit; per-event log with minimum five fields (timestamp NZ-local DST-aware; bay/zone identifier; customer identifier, not full name; event type granted/denied/opened/closed; session duration where capturable); CSV minimum export, JSON via API preferred; minimum 12-month on-system retention (24 months recommended). Candidate Phase 2 hardware (Inner Range Inception, Hikvision DS-K2602-G, PTI StorLogix, ICT Protege WX) is compared in options.md.
- PDF-only export is disqualifying for any Phase 2 panel.
- Cloud-only credential validation is disqualifying — all credential decisions must be made locally on the controller so that an internet outage does not deny customer gate access.
- Individual PIN per customer is required, not shared codes.
- Any Phase 2 panel must be configurable in either fail-safe or fail-secure relay mode pending the BCA ruling on the gate (see Building Code section below).
Remote monitoring and alert requirements
- Live camera view for Tom and Ed on mobile devices.
- Motion/intrusion alerts delivered within 60 seconds of the triggering event — disqualifying if unmet.
- Alarm panel status remotely visible (Phase 2).
- Recorded footage retrieval without a site visit.
- On the alarm side, the correct companion app for the TL280LE-AU communicator family is PowerSeries Neo Go, not the newer "DSC Connect" app, which requires a different, non-NZ-stocked module.
Insurer minimum requirements (pending confirmation with FMG)
Required before the first paying customer, per general NZ commercial insurer practice for a rural unattended facility:
- CCTV operational at all entry/exit points, 1080p minimum, 24/7 recording.
- Privacy signage in place before cameras go live.
- Pin pad gate operational (EasyGate satisfies this operationally, even without an electronic log).
- Fire extinguishers installed and certified per NZS 4503:2005.
- All bay roller doors in working order and lockable.
- Building sum insured confirmed at full replacement value.
- Public liability insurance in place.
Items that may be required within a defined period post-inception, still to confirm with FMG: a monitored alarm system; 90-day CCTV retention (vs a shorter minimum); smoke or heat detection in the shed; and now, specifically, whether literal EN 50131 Grade 3 certification is required (see DSC HS2032 grade finding above).
Privacy Act 2020 requirements (CCTV and access data)
- Signage (IPP 3/IPP 4): must be in place before cameras go live. Minimum two signs — one at the gate (visible before entry), one at or near the shed entry — each stating the fact of recording, the purpose, the operator's identity and contact details, and a brief statement of access rights.
- Retention (IPP 9): adopted position is 90 days (exceeds the 31-day insurer floor and supports the resource consent evidence purpose), with automatic overwrite beyond that unless a clip is locked. The purpose must be documented in the Privacy Policy and customer sign-up notice to justify the period. The recommended camera package (Option B in options.md) achieves ~82 days on its bundled 4TB drive, short of this target — see the storage/retention decision in options.md.
- Mandatory preservation exception: footage subject to a live insurance claim, Police investigation, or Privacy Act access request must not be deleted until resolved — deleting known-relevant footage is a criminal offence. The NVR must support a clip-lock function (confirmed standard on the Hikvision DS-7616NI-M2/16P's K2/M2/I2-series firmware baseline).
- Access requests (IPP 6): must be answered within 20 working days; third parties incidentally captured must be redacted rather than the request refused outright. Hikvision's dynamic facial/body redaction exists only on the separate, higher-tier DeepinMind 77/96-series NVR line, not on the K2/M2/I2-series NVRs recommended for this project — this is a hardware-tier limitation. A manual/third-party redaction workflow on exported clips, or acceptance of the residual access-request risk, is a pre-launch operating-procedure decision.
- Access log data (Phase 2): is personal information under the Privacy Act 2020 — same minimum-field, export-format, and retention rules as above apply, plus the mandatory-preservation exception.
- Phase 1 manual PIN register is itself personal information — must be stored securely, access-limited to Tom and Ed, and included in any relevant subject access request.
- Customer records generally: password-protected storage, access limited to Tom, Ed, and the accountant; payment card data must not be stored locally (use a third-party gateway); retain financial records for 7 years (IRD, Tax Administration Act 1994 s22).

- The security alarm panel (DSC HS2032) must never be configured as a fire alarm panel or receive smoke/heat detector zone inputs — doing so immediately triggers a compliance schedule obligation and annual IQP fees of approximately $500-$2,000+ per system per year, indefinitely. This holds regardless of alarm grade or communicator model.
- The vehicle access gate is not a pedestrian means of escape, which likely places fail-secure mode outside the "electromagnetic or automatic doors or windows" Specified System category — but formal BCA confirmation is required before any gate controller hardware upgrade (e.g. Hikvision DS-K2602-G or ICT Protege WX, see options.md); hardware procured in the meantime must be configurable either way.
- Camera mounting, alarm panel installation, cable penetrations, and NVR/switch installation are exempt from building consent under Schedule 1 of the Building Act 2004 (minor works). Exterior penetrations must be sealed per Building Code Clause E2. Any new mains-connected circuit must be done by a Registered Electrician with a Certificate of Compliance retained. Canada) are both confirmed discontinued without replacement
(geoarm.com TL280LE-AT listing,
Anixter Canada TL280LE-RG listing).
Those are not the product being recommended here. The correct product for this project is the
regional AU/NZ variant, TL280LE-AU, confirmed as a distinct, separately-numbered SKU, live and
in-catalogue at SWL today:
SWL — DSC Neo TL280LE-AU PowerSeries NEO LTE Ethernet Dual-Path communicator 4G,

above the flat $30–50/month figure in the compound requirements' Phase 2 note at the top end, and
is now corroborated by two independently re-verified NZ providers (Allsafe and Matrix) rather than
one.
FIRE/SECURITY ALARM SEPARATION — RESTATED WARNING
Per the task's explicit instruction, this warning is restated in full. The security alarm (DSC
HS2032/HS2032-Pro, intruder detection) and any fire detection at the site must remain
architecturally and electrically separate. Do not wire smoke or heat detectors into the DSC
alarm panel as zone inputs. Doing so converts standalone fire detection into an interconnected fire
alarm system, which is a Specified System under the Building (Specified Systems) Regulations 2005 and
triggers an ongoing Building Warrant of Fitness obligation with annual IQP certification costs of

favourable. Roughly $3,100–$4,300 NZD incl. GST, DSC-certified NZ installers exist in the wider
BOP region, and the free PowerSeries Neo Go app satisfies the no-mandatory-monitoring-contract
constraint cleanly.
- The requirements document's "Grade 3 equivalent" wording should be read as aspirational/
descriptive rather than as literal EN 50131 Grade 3 certification until FMG confirms otherwise —
this document cannot make that call for Ed, but it can and does flag, with a primary source, that
the confirmed platform is Grade 2, not Grade 3, so that decision is made knowingly rather than by
accident.

Bay Roller Door Logging: Proxy Approach (all Phase 2 panel options)

For Phase 2, manual CSV export remains an acceptable interim approach regardless of which panel is chosen. If Storman or Sievert Storageman is selected once Gap 7 resolves, Option C (PTI StorLogix) becomes materially more attractive despite its higher capital cost and ongoing subscription -- subject to the new NZ-distributor and CloudController/FalconXT questions raised this session being resolved first.

This entire document is a Phase 2 purchase. No Phase 1 access control sourcing action is required, and none of this is urgent ahead of the Phase 1 soft launch, which is unaffected.
